160225-N-QU339-006 - Naval Facilities Engineering Command, Engineering and Expeditionary Warfare Center Commanding Officer, Capt. Jay Mitchell congratulates EXWC employee Erik Cortez for being awarded the Medal of Valor by the Ventura County Fire Department at the 20th Annual Awards Ceremony, February 25, 2016. Cortez acted without hesitation or regard for his own safety, jumping from a height of over 25 feet into a surging ocean with six to eight foot surf to assist in the daring rescue of a child being swept out to sea. Fighting rip currents and waves Cortez dove down and pulled the child from under the water. Together with the child's father they pulled the unconscious child to a pier piling. Securing himself with a leg around the pier, Cortez began rescue breathing until a Harbor Patrol boat was able to take over rescue operations. U.S. Navy Photo by Michael Ard (Released)
